John Norton's 3/16/2004 Memo to Robert Storch (then-GMUG Forest Supervisor) stated the intermediate runs on Crested Butte Mountain are too short. "Skiers now define a quality intermediate experience with the industry standard: a relatively long high-speed chair from which four to six groomed trails may be skied. Our small, short skiing pods - East River, Gold Link, Painter Boy - don't deliver on that promise and can't deliver on that promise. Further, the CB-5 (Prospect Lift)...won't deliver on that expectation, either...Don't expect this short section of [Prospect] intermediate terrain to be utilized by many skiers."

CBMR's 6/9/08 Snodgrass expansion presentation and 6/09 Master Development Plan (MDP) states that Crested Butte Mountain is Too Steep and Too Short.
- Crested Butte Mountain has a reputation for "challenging terrain"...
- "When you're going down Upper Keystone...you can feel the true terror an intermediate skier feels..."
- "Analysis of the existing conditions at CBMR identified a shortage of quality Intermediate ski terrain..."
- "The Painter Boy terrain is intermediate in nature, but too short to enjoy."
- The Painter Boy/Gold Link high-speed quads, when installed, would, "probably be the shortest in the world."
- "Due to its isolated location, Gold Link is slightly underutilized."

CBMR CLAIMS: Snodgrass Mountain would have provided an "overabundance" of Intermediate terrain and created "a new product".

THE MDP STATES:
- Snodgrass would provide "an overabundance of Intermediate terrain to help make up for the existing deficit."
- "...Snodgrass Mountain...is intended to help offset the existing Intermediate terrain deficiency at [Crested Butte Mountain]."
- Snodgrass "is really about creating a new product here."

CBMR's MDP Chart 6-5 shows that the geological limitations of Snodgrass dictate that the Intermediate runs on Snodgrass would have been Steeper and Shorter than the Intermediate runs on Crested Butte Mountain.
- Snodgrass would have provided 118 acres of Black and Double Black terrain, but only 98 acres of Intermediate terrain.
- Snodgrass' Intermediate would have been very steep. Sixty-one of the 98 Intermediate acres would have had "sustained pitches" of 45% slopes. A 45% slope is the steepest slope that can be rated Intermediate. A 46% slope is rated Black Diamond. The Keystone run on CB Mtn is a 45% ski slope.
- The four longest Intermediate runs on Snodgrass would have had sustained pitches of 45% slopes.
