| Pre-NEPA responsibilities of CBMR and the Forest Service |

An October, 2004 CBMR/USFS pre-NEPA Planning workshop document
(titled "Pre NEPA Planning") outlined some of the "Front Loading" responsibilities
of CBMR and the USFS, including:
CBMR - "Demonstrate/legitimize the
public need, engage stakeholders to identify Issues and Concerns,
address Issues and Concerns in MDP design."
USFS - "Evaluate proposal
according to [pre-NEPA] screening criteria [see below], Identify
resource constraints and capabilities, Evaluate adequacy of disclosure
and/or stakeholder involvement."
